NRF Connect SDK Offline Installation

I see other posts stating that the nRF Connect For Desktop 'Toolchain Manager' requires an internet connection to download the nRF Connect SDK versions. I'm thinking of the programmer who has to support this project 10+ years down the line, when the nRF Connect for Desktop app may no longer be supported or available. 

What is needed to create an offline package for Windows? Would copying the entire 'c:\ncs' still allow the .exe programs in 'c:\ncs\toolchains' to work, or are there additional reg edits or environment variables updated when the 'Toolchain Manager' does the install?

We have the ability to use the command line to build the project, so I don't care as much about the VSCode extensions.

So you basically want to copy the entire installed files from one PC to a a different one.? I believe that is not possible!

Is there a way to download an 'install package' so that the nRF Connect SDK can be installed offline? 

What happens if Nordic for some reason decides to shut down their servers? We would no longer be able to install the nRF Connect SDK, is that correct?
