NRF Connect SDK Offline Installation

I see other posts stating that the nRF Connect For Desktop 'Toolchain Manager' requires an internet connection to download the nRF Connect SDK versions. I'm thinking of the programmer who has to support this project 10+ years down the line, when the nRF Connect for Desktop app may no longer be supported or available. 

What is needed to create an offline package for Windows? Would copying the entire 'c:\ncs' still allow the .exe programs in 'c:\ncs\toolchains' to work, or are there additional reg edits or environment variables updated when the 'Toolchain Manager' does the install?

We have the ability to use the command line to build the project, so I don't care as much about the VSCode extensions.
