I confused that I run a SDK 9.0.0 example ble_central_and_peripheral app_s130_demo on my nrf51 SDK. then use Android App MCP to scan Advertise data. it did not work. but use nordic dongle + MCP tool @windows it works well. why did it happen ?

It should not be any difference. Maybe your device stopped advertising in between? Remember that it will not advertise when it is in a connection (for example if you connect with MCP+dongle).
