why the current consumption is 2.5mA in my products board when i only give it a power?

Now i am using 51822 in my product. I find that there is a 2.5mA current in my board that is no firmware. The question i want to ask is that how much current is when the firmware has not loaded in my board ? Of course, in fact ,i know the quiescent current of other components in my board. But the 2.5mA is too big . So i doubt something about 51822...

The CPU doesn't know that there's "no firmware" - it will just fetch whatever's in Flash, and execute it...

i see it , thank you ,, i just can not understand it should not have the current when the device is blank although power ia applied.
