Sorry, I am also not an expert of C++. The code is related to device identify cluster, and it will link commands that allow a user to trigger a special effect, such as blinking an LED, that helps find the physical location of the device. You can check with Matter developer directly in Issues · project-chip/connectedhomeip (github.com) if you want.
