As for any other ARM Cortex microcontroller, you need a Debug adaptor such as J-Link, ST-Link, uLink (Keil), etc.

What are you asking here? There is literally no information in the question whatsoever which anyone can use to help you. The stm32f407vg is an ST Micro ARM MCU, what do you mean 'how do you program nrf51822' using it? What's windows got to do with it? 'Only board', what board?
