Wireshark RSS for Thread is too high

Device: nRF52840 + nRF21540
Wireshark: v4.2.4
nRF Sniffer: nrf802154_sniffer_nrf52840dongle.hex (downloaded yesterday)

I am trying to evaluate Tx power using the nRf52840 + nRF21540.  I am using the Nordic nRF Sniffer with Wireshark.  I've started by viewing RSS for a device without the nRF21540, for reference.  It is transmitting at 8 dBm.  Wireshark shows the RSS, but it cannot possibly be correct:

The LQI looks reasonable.  What's up with RSS?  Is RSS shown the received signal strength at the destination, or at the nRF Sniffer?

I am looking at the ICMPv6 messages from address fdde:ad00:beef:0:b6ef:bfc8:6f29:19a6

Frames 61, 130, 171

The device and sniffer are close together, about 1 meter apart.   When I moved the device 10 meters away, I saw 93 dBm.

I think I fixed it.  I initially used the current files (dongle .hex, .bat, .py) in the GitHub repository. 

Today, I downloaded the latest release (7.2) from here:  https://github.com/NordicSemiconductor/nRF-Sniffer-for-802.15.4/releases/tag/v0.7.2

I reprogrammed the dongle, and copied the .bat and .py files to the Wireshark extcap directory.  Now I'm getting reasonable numbers for the RSS.
