Have you seen and tested the Bluetooth: HCI VS Scan Request sample? It uses vendor spedific (VS) HCI commands for getting scan request reports with legacy advertising (i.e. not using advertising extensions), and those reports have both address and RSSI. I have not tested it myself, but it looks promising.

Yes, that is exactly what I want to do. However, that does not seem to be supported by Nordic's softdevice controller.

I can confirm that the command is not supported by the SoftDevice controller. This means that RSSI from scan requests is not currently available in nRF Connect SDK.
May I ask what your use case is for this functionality?

In previous meetings with Medtronic there was a request for LE Power Control and Path loss monitoring. PLM is near completion and should be available in next release.
Will this fulfill the use case or is the VS command still needed for other uses?
