nRF9160 not registering with cellular network in India

Hi,

I am facing a problem with connecting nRF9160-DK to the cellular network. waited for more than hour for connection but always showing "Not registered, attaching or searching" in cellular Monitor Application.

Details: - 

Application: - asset tracker example from nRF connect Application (flashed using nRF connect) 

SIM: - AT&T SIM’s with internation plan.

Error message: - +CEREG: 2,"C07E","0016AD91",9,0,19

    Your device is rejected with cause 19 

    Cause #19 – ESM failure This EMM cause is sent to the UE when there is a failure in the ESM message contained in the EMM message.

    This is referring to this cause

    Cause #31 – Request rejected, unspecified This ESM cause is used by the network or by the UE to indicate that the requested service or operation or the request for a resource was rejected due to unspecified reasons.

    What kind of SIM is this? Does it support NB-IoT? In what location are you testing? I.e. does the local network provide any answers?
