in the new version of nrfx there is a function (nrfx_uarte_rx_new_data_check(&uarte_instance), and how to get a similar result for the older version of nrfx (3.0)?

The recommendation would be to update the SDK version you are using to a newer version, that in turn uses a newer nrfx version.
