Modems won't release nReset pin in very basic configuration

Hi,

Long story short, I made some boards using nrf9160 modules, received parts from DigiKey, soldered but can't make them work, at all.

nReset pin is stuck low. Tried stripping all extra parts, keeping bare modem + power circuits only. I feel I am missing something terribly obvious...

So, what we have :

1. Power present (3.8v) on both power pins and all capacitors present.

2. Enable pin is wired to power

3. VDD_IO is connected to 1.8v and they are present.

4. DECO pin has 4.7uF capacitor and 2.2 volts present there.

5. nReset is always low no matter what., that is most confusing. 0.1 uF capacitor is the only part present on nReset pin

6. Using external programmer - getting error "unable to determine device name"

7. Boards soldered well, using lead to exclude overheating (max temperature used 205 degrees), verified soldering quality with microscope and unsoldering module. Total three boards and 4 modules (1 module replaced on one of boards for recheck). 

8. Validated no shorts present on boards and nothing external could pull down nReset pin

9. Consumption 130 mA and stable

Feel stuck... Ordered more modules to try (I have SICA, will try SIAA too)
