Hi Hung,
All clear to me. A new RF-PHY test is mandatory if a design deviates from Development Kit (i.e. housing, headers, component placement..) RF-PHY test should be done on one product only once a design is finalized before going into production.

The RF-PHY is clear to me as well but in the 'Product_Change_list_v1.0.pdf' from Bluetooth SIG there is a lot of talk about 'Application' and 'UI' and changes made to those parts. How do we interpret this? I thought that if HW and Stack were fixed, approved there would be no worries?

In he app note, it said: "Bluetooth RF PHY tests cannot be done by the relisting company and can only be executed at a BQTF".
It's not clear to me: Do we need to provide our own test program to BQTF or does BQTF usually have it? Or does Nordic have some sample programs or tools for the customers to reuse?

From my understanding the Nordic DTM interface is all that is needed for RF/RF-PHY testing
