NRF9160 - Cannot flash modem firmware via JLink or PyNRFJPROG

Hello, I'm developing an app that will allow a programmer to flash application firmware and modem firmware. I am able to flash application firmware via JLink Commander. The modem firmware flash is only possible via the NRF Programmer GUI. I want to be able to flash the segments via JLink or Flash the zip file via pynrfjprog. But none of these are able to do so. I really need to resolve this issue so I can finalize the app for production.

Updating the modem via command line is a bit more complex.
