Limited Placements (Four Max) for Nordic Thingy with external antenna - FCC Prototype Rules?

We plan to use the Nordic Semi Thingy will be used with Quectel YB0014AA antenna for the demo sites, all located in North America.
The Nordic Thingy is fully FCC/ISED compliant for use in North America when tested and certified using a defined antenna (in this case the Thingy PCB antenna). Because the FCC Certification does NOT define the antenna beyond the PCB item.
And of course we would prefer to avoid testing/certification for the four(maximum) demo sites.
We also see Japan allows the use of the Nordic Thingy WITHOUT additional testing for Certification provided the antenna gain ≤ 3 dBi.
Can we self-declare FCC compliance in this case?
What are the FCC rules surrounding Intentional Radiators for limited placements like this?
