I burned these two routines into the chip, why the LED lights on the board are not bright. What's the reason?

Hi, You only provided very very limited information about your issue. My wild guess is that you might have configured the board in the "NRF only" mode. The nRF only mode disconnects the power supply, external memory, and LEDs of the interface MCU. It also disconnects the signal lines between the nRF52840 SOC and the interface MCU using analog switches. 
So, configure that switch to "default" mode.
