Programming IMEI Without UART nrf9161

I am working with an nrf9161 and I can see that the IMEI is not programmed and likely causing my connection issue.  I only have the modem connected to an rtt and nrf5340 what would be the best way to program it.  I tried the AT client sample and added at shell but at AT%IMEIWRITE=0,"123456789123458" returns error in the shell.  Other commands like battery voltage work but not the IMEI.

Are you sure that you are using a correct IMEI number? Were you trying to program with the sample number, or is it just for example purposes?

We do not have production numbers and these are just prototype designs but we need to get them up and running.

(nRF9151 SiP is different: there is a  unique default IMEI preprogrammed, but, if you want, you can still order your own IMEIs and program it)

So from what I am seeing I will need to upgrade to a pro plan as there is no way to get IMEI for a few prototypes with a dev plan.
