52832 qdec fillter's filter intevel' description

qdec's filter description as follow:

"As a result, only input signal with a steady state longer than twice the period specified in SAMPLEPER are guaranteed to pass through the filter, and any signal with a steady state shorter than SAMPLEPER will always be suppressed by the filter"

1.if a input signal with a steady state longer than the period specified in SAMPLEPER, but shorter than twice the period specified in SAMPLEPER, what will happen? does this signal can pass through the filter?

2.What is the purpose to do this design? in my concept, filter should suppresse all signal shorter than period specified in SAMPLEPER, and all signal longer than period specified in SAMPLEPER should  pass through the filter.

1. Random output unless you know the exact phase difference for some reason (then its predictable behavior).

2. The filter you tried to describe does not exist in the real world AFAIK.
