Band limiting based on regulatory region

Hi!
Based on the following table, the SiP is only certified to use certain bands in certain regulatory regions.

Given that
* the SiP can see cells around it without transmitting,
* (AFAIK) cellular devices do not transmit unless permitted by a cell (in response to a paging request) (outside Direct Test Mode-equivalent commands, which are highly illegal to use in uncontrolled environments anyway),
* cell IDs contain the country code,
The module should have a pretty good idea where in the world it is.

Feel free to disabuse me of these notions, if faulty.

Keeping that in mind, for regulatory compliance, is it important to configure the module using the %XBANDLOCK command? Or can we assume that the module will not transmit on channels where a cell is not receiving (and thus, the band is approved for use in the region)?

I seem to recall, that the module has some info regarding country-specific behaviours stored in the modem itself. Does it also take care of that?

Or should we assume we need to develop a way to either load region-specific firmware from factory into modules, or a way to configure XBANDLOCK among other things during provisioning (before it enters service at a particular location)?
