Connecting nRF9151 dev kit to nRF cloud

I have a nRF9151 dev kit for evaluation that I am following official guide to get up and running using the asset tracker v2 program.  I can flash the firmware but I cannot get the device added to nRF connect.  I am adding the correct credentials that are printed on the back of the dev board but it comes up with the error: "There was an error adding your device: No device found for this id. The device has not yet been just-in-time provisioned. Troubleshoot nRF Code 40412"

The dev board is flashing LED3 3 times which according to the documentation is connecting to the cloud.  I have tried resetting and re-flashing firmware.  I did flash the nRF cloud multi service example and did successfully get connected up and sent data to the dashboard.  I would however like to get the asset tracker example working so I can continue the tutorial.

Any ideas?

Is the sim you picked out of the box working with your telco, roaming? I had a similar issue and it turned out the sim I had picked from the kit did not have a roaming deal with any of the local telcos,  swithced to to the sim from onomondo and that one worked with the telocos in my neck of the woods and My board got onboarded. got the tracker app working.
