I am using the nrf connect sdk manager to download a tool chain (any version) and they always error out with this error below. I am on WindowsARM 64. I am not sure that matters but wanted to share.

It's not getting the files that are unaccessible, it is the usage of the toolchain that is not supported
Of course, you can clone the SDK from https://github.com/nrfconnect/sdk-nrf and attempt installation using toolchain manager either from command line or from vs code per https://docs.nordicsemi.com/bundle/ncs-latest/page/nrf/installation/install_ncs.html, but I can't give you any guarantees that it will work for ARMx64 as of now.

hmmm.. yah i guess I am trying to figure out why the emulation wouldnt work for getting the toolchain installed. jlink supports winarm64 for flashing and debugging.

As of now, there are unfortunately nothing I can do to further support you.
