We need to help our client’s Matter over Thread product quickly pass the Matter certification test. What should we do to expedite the process? Do we first need to join the CSA, Bluetooth SIG, and Thread Group as members? Then, use the tool from this link https://github.com/project-chip/certification-tool/ to test the product? Is that correct?

The following figure shows the steps for Matter certification:
The steps are explained in our documentation here: Matter certification.
For certification, you need to be at least an adopter member of CSA and Bluetooth SIG and an implementer in Thread Group.
You can use the CSA Certification Tool to test that the device follows the specification before starting certification, but for certification, you will need to get the device tested by an authorized third-party test house. You can find a list of available test houses on CSA's website: https://csa-iot.org/certification/testing-providers/.
When it comes to Bluetooth and Thread, you can inherit certification from Nordic Semiconductor, which will simplify and speed up the process. However, you still need to join the SDO and apply for the certification by inheritance.
