    The missing parameters are not revelant as D and E are only nominal. This are also called BSC (Basic Spacing between Centers) and is a term that appears on IC package drawings in reference to dimensions between pins. This is absolute and have no tolerance. If you measure for instance the distance between 10 balls (e or d), it will be 10*0.44mm. If you have a tolerance here you will at some point be out of the grid.

    For D and E, it basically means that the distance between the saw bladed that cuts the chips are set to x mm. So at between n chips, there are n* x mm. There will be some tolerance on a single chip of course, the JEDEC standard defines the tolerances. So if any numbers can be given here, D and E have an tolerance of +/- 0.03 mm.
