Hi Yazhini,
Have you made sure you flashed the netcore with the BLE stack ?
By default it's automatically compiled with the ble application and will be flashed automatically when you flash the app core. But if you have your own board file, there is a chance that it's not flashed with the application.
My suggestion is to try compiling a default BLE sample (you can use the DK board) and flash it on your board to test.
