Can Certification Cost by reduced by disabling the Radio functionality of a Nordic IC

Hello, our entire code base is built around the Nordic SDK. We are considering designing a system that uses an nRF52840 as its controller but has no wireless functionality.

Can we expect to spend significantly less on certification if we design around the nRF52840 but do not hook up an antennae or radio oscillator?

If you're not using the radio, you don't have to test it. Hence you save a lot of testing. You still have to do EMC or unintentional radiator testing, but that will need to be tested for all kinds of products anyway.
