With frequency offset on a modulated carrier, do you mean deviation? The nominal deviation in 1 Mbps is 160 kHz and 320 kHz in 2 Mbps mode.
The best way to measure the center frequency is to lock the PLL and setup a constant carrier. This can be done on the RX side also.
The frequency offset can not be set in software, it's purely dependent on the frequency of the 16 MHz crystal.
