What is the range of the TSWITCHOFFSET and TSAMPLEOFFSET values?

In the preceding figure, TSWITCHOFFSET is a 13-bit signed number, and the highest Bit number12 is the symbol bit. TSAMPLEOFFSET is a 12-bit signed number, with the highest Bit number 27 being the signed bit. Is my understanding correct?
