nRF9160 based device certification

We are developing a Cellular IoT device based on nRF9160 SiP. Essentially it is a battery powered temperature and humiduty sensor, that sends the measurement data to cloud via mobile network (LTE-M).

To sell this product in EU market we need to comply with certain standards and issue self declaration of conformity. We would like to perform emission tests, but we're not sure how to do it. For instance, the device will not be able to establish connection to the mobile network, since those measurements will be performed in shielded room. In that case, the main RF emitter (nRF9160 modem) will be quite silent... We noticed that there are certain AT commands where we can force the modem in TX/RX mode in a given frequency and perhaps that is a way to go. Or, perhaps we don't have to measure the nRF9160 radio emissions, since it is done and pre-certified by Nordic? Or we need to have a lab with mobile network emulator in it?

Perhaps Nordic Semiconductor has some guidelines on how to prepare for pre-compliance tests when using nRF9160 or nRF9151 SiP.
