Current consumption is 4.5mA and more even for the system off mode

I am developing a proof of concept project using Wave share BLE400 module and the final product of this project should work on button battery backup for years. so essentially the current consumption should in few micro amps, somewhere in the range of 10 micro amps or less is preferable. to see and set the benchmark current consumption, I started with a simple sleep mode program, and observed the current consumption is approximately 4.5mA and plus when measured using PPK2 in the voltage mode.. even for the system off code, it consumes about 4.5mA. just to verify it is going up normal program, I code example programs and observed that there is not much increase in the current consumption just few micro amps consumes little above 4.5mA. what could be the reason for this high current consumption? 

Because of the easy availability and affordability of the module, I want to develop the concept using this BLE400 module though the next series nRF52, and nRF54 are available with better energy conservation and other additional features.
