Hi Nordic team.

I'm finding a way to update the factory data over-the-air. Specifically, I want to update the Matter Certification information (PAI, DAC, ...) over-the-air.

Please review https://docs.nordicsemi.com/bundle/ncs-latest/page/matter/nrfconnect_factory_data_configuration.html: "All of the factory data parameters are protected against modifications by the software, and the firmware data parameter set must be kept unchanged during the lifetime of the device. When implementing your firmware, you must make sure that the factory data parameters are not re-written or overwritten during the Device Firmware Update (DFU) or factory resets, except in some vendor-defined cases."

You say that you want to update the factory data over the air, AFAIK you can't update anything other than vendor-defined cases.
