Why must I run VSCode with administrator privileges to compile successfully? Otherwise, it results in an error.

Hi Albert, 
From what showed in the log, seems that the build environment was not set up correctly. 
My suspicion is that the build environment was installed when you were in administration mode. Could you please try to reinstall the toolchain and reinstall the SDK when you are running in normal mode.
