nrf9161 GNSS FIX without LTE

I am testing gnss without lte connectivity, which seems to work ok.

Except when I get "The modem has detected a reset loop. LTE network attach is now restricted for the next 30 minutes".

nrf_modem_gnss_read provides: "nrf_modem_gnss_pvt_flag_bitmask" is NRF_MODEM_GNSS_PVT_FLAG_NOT_ENOUGH_WINDOW_TIME

Several space vehicles have cn0 above 300.

And I do not get a fix before 30 minutes have passed.

Is this supposed to happen? Seems to me that the lte network restriction should be in favor for the GNSS.

nrf_modem_gnss_prio_mode_enable() gets rid of the NRF_MODEM_GNSS_PVT_FLAG_NOT_ENOUGH_WINDOW_TIME and enables the gps to get a fix. Significantly delays the message about restricted LTE network attach.
