When attempting to register my nrf9160-dk device on nRF Cloud, I receive a message indicating the device is already registered. I do not know which account registered it.
Is there a way to re-register the device or reset its registration?

Commonly, the user would unclaim the device which would then be available for claiming by another user or team. Was device registered by the user from the same team (i.e.with the same TeamID)?
I do not know which account registered it.
