I'm looking to use the nrf connect sdk for development that is compatible with the latest zephyr lts. I believe it will be ncs 2.9.2 compatible with zephyr 3.7.99 (3.7.0 LTS) but want to confirm?

Hi,
nRF Connect SDK is delivered with a snapshot commit of Zephyr with cherrypicked commits on top. For details on which exact Zephyr commit and how to see which additional commits are included on top, see the Zephyr paragraph of the nRF Connect SDK Release Notes.
The version number 3.7.99 indicates, with the .99 ending, that this is not an official release of Zephyr, but rather from the development branch at some point after the 3.7 release but before the 3.8 release. As such, it could be treated more like a 3.8 development commit, than a 3.7 release commit, depending on where in the development from 3.7 to 3.8 the commit happened. (Early commits after 3.7 will be more similar to 3.7, while late commits nearing the release of 3.8 would be more similar to the 3.8 release.)
