Can I order the nRF24L01 pre-programmed to RX Mode?

Hi

The nRF24L01 is only a connectivity chip, and does not have flash to run its own firmware. You need an external MCU to interface with it over SPI, so there is no "pre-programming" the nRF24L01 I'm afraid.
