Error "Invalid ROM table" when erase or download (nrf52810)

I'm building my small board with nrf52810, buyed 10 chips from seller, it is cheaper relatively, I know it is used chip.

7 of them burned successfully,but 3 of them raise "Invalid ROM table", other hardware reasons has been ruled out,for it will be resolved just by replace the chip.

I have browsed internet,most related to STM chips, the reason is related to oscillater or CPU frequency.

Only 1 case in this website: don't support ULINK.

I don't know whether the chip is damaged,exclude this situation, the reason should come from config.

Did the pre-owner make some kind of setting that led to this situation?

I have read docs on app protection, we can't stop other from erasing whole chip,is that right?

I did not change the SD HEX,so what done to the "good" chip and "bad" chip is same.

The build code is "D1".    

I don't necessarily have to recover these chip, just want to know why.

And it is valuable if it is related to circuit or app.
