[NCS 3.1.X/3.2.X] Integrate in next ncs release the RTC driver counter-based

Hi,

For a product currently under development, we need to use a counter as an RTC. We’re targeting the following commit in ncs/sdk-zephyr:

• github.com/.../d7e41fd2e361ee15454a253ebec9bb37aceaf09f
• github.com/.../48781c965f5dddab01cba8a11eab8104e282532f

Would it be possible to include these changes in the next NCS stable release?

While I'm sure that these changes will be added to nRF Connect's fork of Zephyr in the near future, there is actually a new means of adding specific patches to your local installs of Zephyr or any module in Zephyr (nRF Connect SDK is essentially also a Zephyr module).

This saves you from needing to maintain your own fork, and also puts the patches into version control. When you move to an updated version of nRF Connect SDK, you can simply remove these patches from the "zephyr" directory. 

Additionally, nRF Connect SDK V3.1 has support for the west patch gh-fetch command, where you can grab directly from the merged PR.

Finally, if you append ".patch" to the url like so: https://github.com/nrfconnect/sdk-zephyr/commit/d7e41fd2e361ee15454a253ebec9bb37aceaf09f.patch you can download this patch, populate it in the patches.yml file, and go on your merry way.
