LOG_DICTIONARY_SUPPORT time stamp.

In my system I am writing log messages to flas, in order to conserve space, I use the LOG_DICTIONARY_SUPPORT.

when I read my log messages from flash, the timestamp is decoded in a way I dont understand.
it looks like this:

is there a way to get the proper timestamp out of that?
