I read somewhere that the nrf52840 dk can change it's vdd via software, so it can be set to 3.3v, thus it can program a nrf5340 device with it's internal j-link debugger. Could this be done with the nrf5340 dk? Or that only runs at 3v

Newer kits, which has a board controller, can adjust certain parameters in nRF Connect for Desktop -> Board Configurator.
It is usually 3V on the nRF52840-DK:

nRF54L-series DK's can adjust the VDD, and the debug out accepts a voltage range as defined here:
