It is not embedded in nRF51 DK UG.

In "nRF51822 Development Kit - Hardware files 2_0":

PCA10000, 4, 5

but no 28

Whither 28?

Wrong product. You don't want the nrf51822 Development Kit, you want the nRF51822-DK. The Development Kit is the older version which required the motherboard, the DK is the standalone one released a couple of years ago.
