Does Nordic’s proprietary protocol support the 4M PHY layer only on the nRF54 series?

Hi Zhou, 
I assume you are asking if nRF52 and nRF53 support 4M Phy or not ?
If it's the case then the answer is no. Currently it's only the nRF54 that support 4M Phy. And we don't have a plan to upgrade nRF52 and nRF53.

By the way, the 128 kbps PHY for nRF54L15 is not available for NCS 3.0.1. Is it available in the future or this PHY is no longer recommended.

Hi Zhou, 
If you have a look at the spec you can find that we don't offer 128 kbps PHY on proprietary mode on nRF54L 
You still can do BLE 128 kbps (CODED PHY).
