nRF9151 persistent EMM cause 19 - Mexico

Hi Nordic Support, 

I'm having trouble getting my Onomondo or Conexa SIMs to connect to the network and would appreciate your help. 

Device: Nordic Thingy91X (nRF9151, modem firmware mfw_nrf91x1_2.0.4) 

Location: Jalisco, Mexico 

Note That when I first powered on the Thingy91X out of the box it connected successfully.

After flashing the Asset ttracker template, it stopped working even after rolling back to the original image. I have been consistently receiving EMM cause 19 rejections on LTE-M from local carriers (Telcel and AT&T Mexico). 

Steps already taken: 

  1. Cleared the FPLMN list on the SIM (had one forbidden entry) -
  2. Configured modem for LTE-M only (AT%XSYSTEMMODE=1,0,1,0) - Set APN to "onomondo" on context 0 -
  3. Verified SIM is being read correctly by the modem Your help will be greatly appreciated 
  4. Contacted Onomondo for support.

    Cause #19 – ESM failure

          This EMM cause is sent to the UE when there is a failure in the ESM message contained in the EMM message.

    In most cases EMM cause 19 is simply a new SIM not being activated. Did you already activate the SIM? Or maybe it has run out of available data?

    Did they already answer something ? If not I would recommend waiting for their response as this is very likely an issue between the SIM and the Network. So there are very few things we can do to help you.
