where i can fins an examples of how to use otPlatRadioTransmit  ?

And I need to transmit a new frame every 10mS using zephyr

There are no samples using this API as we are using the OpenThread L2 Adaptation Layer API, please refer to this section of the SDK documentation for more details: https://docs.nordicsemi.com/bundle/ncs-latest/page/zephyr/connectivity/networking/api/thread.html#thread_related_apis
