Hi,
Yes, one device can connect to multiple devices. For a peripheral, the power level of a connection is inherited from the power level of the connectable advertisement.
There are also HCI APIs for controlling power level. See e.g. How to set the default BLE TX power at runtime? where the original poster later shared some of his own code for controlling power levels.

What I mean is one central device A connect to two peripheral B and C at the same time. Can A use 8 dBm to talk with B and use -20 dBm to talk with C?
