I am currently creating and testing a custom board equipped with the nRF9160 and the P822601 antenna. Considering future development, it is expected that another external antenna may be required.
I have conducted extensive research on external antennas, but have not been able to reach a definitive conclusion. Therefore, I would appreciate your advice.

If I use an external antenna with the nRF9160 that has a gain of 2.6 dBi or lower, can I reference/use Nordic's MIC certification and operate safely within Japan?

Since antennas are not wireless devices per se, does this mean that as long as the above conditions are met, the operation would fall under the nRF9160's wireless certification (design certification for radio equipment)?
I have reviewed the Q&A and Nordic's documentation below, but I am not fully confident in my understanding. I would appreciate your advice.
