In the NFC Forum Certification Program FAQ 2014, found here, the following statement is given regarding NFC Tag Certification.
Should we certify our tags?
At this time, the NFC Forum does not have a certification program for tags. We do, however, test aspects of tag operation. An NFC Forum Certified Device's reader and writer functionality is tested as part of the Certification Program, which ensures that those portions of tag communication interoperate with an NFC Forum specified tag.
The Forum has mandated four tag types that can be used with NFC-enabled devices. Tag providers are encouraged to obtain a free license to use the N-Mark.

We have a similar query as well.
We need to use the product in US as well as Canada. We were wondering if you can suggest if the NFC tag needs to be separately certified for FCC as well as IC or not. Since it is a passive tag we are not completely sure of the testing requirements.

Hi Abimat,
according to the NFC Forum Certification Policy, found here.
The following elements, while deemed necessary for the successful deployment of an NFC Compliant Device, are currently outside the scope of the NFC Forum Certification Program:
• Certification of NFC Forum Tag Types
• Regulatory requirements and government approvals
• Application layer certification.
So it would seem that you need to certified for FCC and IC separately. The applicable regulations appear to be:

I am not an expert on regulatory requirements so please contact a testing lab to confirm which regulations that apply.
