In the NFC Forum Certification Program FAQ 2014, found here, the following statement is given regarding NFC Tag Certification.
Should we certify our tags?
At this time, the NFC Forum does not have a certification program for tags. We do, however, test aspects of tag operation. An NFC Forum Certified Device's reader and writer functionality is tested as part of the Certification Program, which ensures that those portions of tag communication interoperate with an NFC Forum specified tag.
The Forum has mandated four tag types that can be used with NFC-enabled devices. Tag providers are encouraged to obtain a free license to use the N-Mark.
