Not sure what you want to achieve. Maybe you can refer to this doc on how to use the nRF Mesh mobile.

Hi,

The NCS v3.4.0, bluetooth mesh light fixture (light_ctrl) sample, in the 

model_handler_start() of model_handler.c, 

	bt_mesh_ponoff_srv_set(&light_ctrl_srv.lightness->ponoff,
			       BT_MESH_ON_POWER_UP_RESTORE);

it's set to BT_MESH_ON_POWER_UP_RESTORE,

Can I use nRF Mesh APP to change this value?

I also check the doc you mentioned,

in the section "Changing behavior on power-up"

it uses RTT commands, not using APP over the air.

You can set "Restore" to the last known Light level in the Control under the Generic Power OnOff Setup Server on Element1 via the nRF Mesh APP on iOS after binding the application key.

The android version APP seems not support this function? I don't even see the Control section.
