I belive I have fulfilled all the requirements for applying the SUPL-C licnese but my application had been denied for 3 times.

Please advise how to go about getting a SUPL-C license and its download link.

I will have to check this internally to see if there is some issue in the system or if it is possible to manually enroll you. 

Just to confirm, have you tried to log out of DevZone and then log in again before re-applying? Make sure that you are also using the same email address for both DevZone and when applying for the license. You must also meet the eligibility criteria of the library license agreement. 

I will get back to you soon with an update once I have discussed this internally with the team.
