FOTA from new nRF Cloud

Hello,

I see nRF Cloud has moved to a new interface/dashboard for FOTA.  However, I'm having trouble understanding how to push FOTA updates out to devices.  I have added all the cards I'd like to update into a cohort, and added a release with the new firmware as an active release on the cohort.  However, when I go look at one of these devices it is at a different firmware but says "On Target Version" for firmware.  How do I force the nRF Cloud to send the FOTA update to a device?
