softdevice hex file in Keil Project

Often see softdevice hex file in examples. But I found no difference to include it or not.

What is the purpose to get the hex included in the project?

I think that is just easy for loading code into chip. It's no difference for application layer. If user take a totally new chip , it's convenient to load softdevice into chip.
