Keil 5.18a forces me to install "missing Software Pack"

Keil 5.18a forces me to install "missing Software Pack" I am trying to set up SDK 11, SD312, with Keil 5.18a, but when I try to load an example from the SDK 11 examples folder, in the arm5_no_packs, at the time Keil launches it asks me if I want to install the missing software packs and it lists NordicSemiconductor.nRF_DeviceFamilyPack and NordicSemiconductor.nRF_DeviceFamilyPack.8.5.0.

Other examples I get a message from the pack installer that "NordicSemiconductor.nRF_DeviceFamilyPack:8.6.0" is required by the project.

When I click "Cancel" it then sends an error: Device not Found

I already tried two fresh installations; One with Keil loading all the packs that I normally use, and one without. It is the same situation.

How can I use Keil with no pack enforcement? How would I set the device in this case?

The device family packs is still needed for the projects to compile Please find the files here We are working to phase them out in our next release, so that everything you need will come in either zip file or from the nordic tools-
